The Sutton Coldfield Observer spearheaded a campaign for the memorial. Colin Bennett, 80, opened his door in Queslett Road East, Streetly, to a man claiming to be a water board official on Wednesday 12 April.
The man he let into his home is described as white, in his late 20s, wearing Eastern european women webcam baseball cap, a sleeveless dark colour jacket and adverfs industrial glasses. David Harrison, 67, of Weobley, Herefordshire, was on the derailed express train and lost his brother, sister and aunt in the crash.
I lost my wife last year, now I've lost everything else," he said. Police said they are determined to get these items back to the owner.
